I have also considered data recovery but I believe I don't have any recovery points set up prior to doing this. No updates were found after repeated checks however.
Quick Google searching reveals uninstalling the driver on Device Manger will prompt a Windows Update to reinstall the missing driver. I have also tried the "Generic Bluetooth Adapter" but the dongle won't even accept the driver.
Apparently Windows said my device is now working properly, but the Bluetooth function is still inaccessible to me. I tried reinstalling the "Bluetooth LE Generic Attribute Service" for it, which was automatically installed when I plugged my Bluetooth dongle the first time. On Device Manager I removed my dongle and scanned for hardware changes. Without further ado I uninstalled the Harmony driver. Right after the installation it overwrites all of my existing BT drivers and rendered my dongle unusable as it won't recognize any Bluetooth device that I have anymore. So I followed my bright idea of installing the CSR Harmony driver, which I have only just learned that it is already obsolete.
